All Eyes are on the PWC Budget

The BOCS Halloween Financial Retreat begins today. Instead of going to some swanky place to convene, to their credit, the PWC BOCS are staying put and doing their work right at County Complex.

Their task is daunting. Running a county on a $190 million dollar shortfall is not for the faint of heart nor for one with a personal agenda. Pre-released agenda documents pretty much spelled out how dire the situation is.

At root of the financial problem is the huge, disproportionate amount of foreclosures in PWC. Each foreclosure lowers the property values of the houses around it. Many people have seen an almost 50% drop in the value of their home in the past 2 years.

The loss of value of the homes naturally changes the property tax assessments. As if things weren’t bad enough, sales tax receipts have dropped for 5 months in a row. The county is hurting.

Each county department was directed to create a budget with 10%, 20%, and 30% cuts. Looking through the documents, there were some extremely severe cuts. All eyes will be on the public safety departments first.

PWC NEW Adult Detention Center Opens

We have a new ADC for Prince William County, Manassas, and Manassas Park. It will begin to house inmates next month. The new ADC is long overdue, and finally complete.

One of the best things about having the new facility is that inmates who are currently “farmed out” out to other jurisdictions will be returning to the area. This will be a big savings to us the tax payers. We’ve been spending a fair amount of money on our inmates to be housed in other facilities. We aren’t able to farm out any person with an ICE detainer.

The new facility was also featured during yesterday’s Board of Supervisors meeting. It showed the project from start to finish. The presentation will re-air on Channel 23 or Channel 37 the next three nights at 7:30, and then on Saturday and Sunday at 10am.

One of the neatest features is the “video visitation.” PWC is the second jurisdiction in the Commonwealth to use this technology, Virginia Beach was the first. One of the big benefits of this new technology is there’s less possibility of contraband getting in the hands of the inmates.

PWC McCain Supporters Squelch Hate Propaganda

“At a John McCain rally in Woodbridge, Virginia, three people handed out “Obama for Change” bumper stickers with the Communist sickle and hammer and the Islamic crescent, saying Obama was a socialist with ties to radical Islam. Several moderate McCain supporters, Muslim and Christian alike, struck back - relentlessly bombarding the group distributing the flyers until they left the premises.”

Not so fast. You will get to see McCain supporters running off 3 someones who are peddling hate. It really made me proud, Prince William Proud, to see these moderate McCain supporters standing up for what is right.

Supervisor Stewart has sent emails out to many constituents announcing this rally:

I wanted to make sure you received an invite to join our next President, John McCain, at a rally in Prince William County this Saturday at 2 p.m. (doors open at 1 p.m). Senator McCain’s time is a precious resource, and his presence in Prince William reinforces our status as a key battleground county.

Traffic is supposed to be a bear so if you don’t have to be in the area, don’t be.

Once again Prince William County is the rally site for a presidential hopeful. Long ignored in presidential races, Virgina is a battle ground state during this election cycle as both candidates and their running mates hope to acquire the holy grail of all elections: President of the United States.

Prince William has been particularly blessed with a visit from both candidates. We were Obama’s first stop once he accepted the nomination of his party.

Will voters turn Virginia blue? Will Prince William be the pivotal county in the presidential race? With all the attention we have received, it is becoming more evident that we are more than just a blip on the radar. I wonder why that is?

It’s hard to be humble with this much attention.

Prince William County Warns Big Service Cuts Are Likely

Today’s Washington Post reports that County Executive Craig S. Gerhart has warned that budget cuts in Prince William County are unavoidable because of the massive decline in house values. Each department head has been told to slash their budget by a third.

Not every department can take this kind of hit. According to Gerhart,

“The request was not meant to suggest an across-the-board reduction but to identify the potential impact of severe budget cuts.”

Shortfall amounts are unknown at this point in time but more financial information should be available within the next month or so since PWC supervisors hold their annual financial retreat.
Naturally Corey Stewart weighed in:

“It’s going to be ugly,” said Corey A. Stewart (R-At Large), board chairman. “We are going to balance this budget through cuts, not tax increases.”

What happened to all those people who said they would gladly have their taxes increased to rid PWC of the ‘illegals’? What happened to those massive savings that were always brought up by the anti-immigration folks when those of us here brought up the fact that our county could not afford THE RESOLUTION? Savings were supposed to come from all over the place, especially from the schools. (See ESOL Thread below)

It’s time for all those folks to pony up and help us through this deficit. I sure would not want to admit that I had helped contribute to this local financial mess.

Jail Overcrowding

According to the DC Examiner Prince William County jails are overcrowded with more than 300 inmates being housed in other localities some 4 hours away.  But BVBL surmises that this ‘piece of the puzzle doesn’t really belong.’

Let me get this straight.  ‘Illegals’ are removing their kids from County Schools and moving to surrounding jurisdictions so that’s a cost savings to schools; but the foreclosures and the plummeting real estate market are unrelated?  Now, after touting about hundreds of immigration violators being detained, reports about jail overcrowding suggest only a ’tangential relationship’?  Do they believe we’re that gullible?

There has been no cost benefit analysis performed to prove whether or not this resolution would even save us money.  And, now the initial costs have doubled with no confirmed savings.  Plus, guaranteed either Clinton, Obama or McCain will be the next President which bodes well for a national response that incorporates some form of legalization; yet we continue to flush millions down the commode.  But that no additional monies are allotted for zoning enforcements which seemed to be one of the primary concerns expressed by residents during Citizens Time runs counter to logic.  In hindsight, this whole thing is going to look like a major SNAFU which won’t help any long-term political aspirations for either Stewart or Stirrup.
